Sandy Moir has been a Partner with GGI since 2008 and is currently the Managing Partner of the Ottawa office. She has been practicing applied social research and evaluation for over 20 years. Sandy has conducted hundreds of projects for public and not-for-profit sector clients at the federal/national level as well as the provincial level. Her experience ranges from small focused assignments to very large complex engagements.

Sandy is an experienced evaluator and researcher, with particular expertise in qualitative methods. Over her career, Sandy has developed highly responsive research and instrument designs, completed hundreds of interviews and facilitated dozens of workshops and focus groups. Sandy’s main focus in all her assignments is to meet the needs of her clients. Providing relevant, timely and useful reports and strategic recommendations is her main goal in all her work.

Ken Organ

Ken Organ has been a Partner with GGI since 2004 and is currently Managing Partner of the St. John’s office and Chair of the Board of Directors. He has been practicing in the areas of evaluation, applied social research, policy review and analysis, economic analysis, and web-based application development and implementation for over 20 years.

Ken has managed large national multi-year projects as well as smaller local projects. He works extensively with Indigenous groups, community agencies and federal and provincial governments. Most recently, Ken has focused on supporting the delivery of labour market programs and services by Indigenous groups and community agencies, the evaluation of labour market programs and services and services provided to at-risk groups, and economic impact analysis.

Ken’s strength lies in his ability to bridge the gap between qualitative and quantitative research and clearly articulate findings and their implications for the client. Ken holds a BA in Economics from Memorial University and has a security clearance at the secret level.

Marie Ryan

Marie Ryan is a GGI Partner based in our St. John’s Office. She has extensive experience in conducting evaluation and research for local, provincial and national non-profit and voluntary organizations, and the public sector. Marie has worked with diverse populations including persons with disabilities, Aboriginal people, women, at-risk families and youth, seniors, and those experiencing/at-risk of homelessness and their advocates.  She specializes in qualitative research methodologies, including interviews, focus groups and case studies. Marie has extensive experience facilitating workshops, conferences, and planning sessions for community organizations as well as government, and in-depth experience in organizational development with community based organizations/service providers. Marie is the former Deputy Mayor of the City of St. John’s. She has a degree in Education (Elementary methods). Marie’s security clearance is at the secret level.

Karen Croteau

Karen Croteau is a Partner at GGI with over 17 years of experience specializing in socio-economic and evaluation research in the Science and Technology Sector.  Karen has extensive experience in a variety of areas including: performance measurement, organizational/resource review, benefit/cost analysis, organizational benchmarking, business case development, business process improvement, risk management, change management and project/ program management. Ms. Croteau has focused primarily on the provision of evaluation and evaluation-related services since 2002.She is highly experienced in qualitative and quantitative research methods and she has served a wide range of clients in the federal, provincial and non-governmental areas.  She frequently acts as subject matter expert in evaluation and performance measurement and has co-authored a global evaluation methodology, developed new and innovative evaluation methods and has taught impact evaluation at the post-secondary level. She is a seasoned project manager responsible for project reporting to senior level executives as well as monitoring the lifecycle of financial and operational objectives. Karen is a member of the Canadian Evaluation Society and the American Evaluation Association and has received her Credentialed Evaluator (CE) designation.

Pina Pejovic

Pina Pejovic (PhD) is a partner at GGI located in Toronto. She has over 25 years of experience in research and program evaluation and specializes in health, workplace wellness, and education. Her clients include federal, provincial and municipal public-sector organizations in health and community care, education, skills training, and professional regulatory practices sectors.

As an evaluation specialist, Pina has extensive experience with the development of innovative data and evaluation approaches for public sector organizations, including designing evaluation and performance measurement and monitoring frameworks, and designing and implementing both process and outcome evaluations. Dr. Pejovic is a specialist in both quantitative and qualitative research design and analysis; including multi-methods research and evaluation programs that include literature and jurisdictional reviews, interviews, focus groups, public and stakeholder engagements, and survey research.  She has managed a wide portfolio of projects ranging from large multi-year studies involving online and telephone surveys to smaller scale qualitative research studies. Pina provides strategic insights, evidence and knowledge that is transformative and actionable. Dr. Pejovic has a Doctorate degree in Sociology. Jane Whynot

Jane Whynot joined GGI as a partner in 2021 after finishing her doctoral studies at the University of Ottawa. Jane’s passion includes ensuring representations of diversity in performance stories which was heightened in the 20 year period she has been providing performance measurement and evaluation expertise to public and voluntary sector clients at national, provincial and local levels. Over these two decades, she has worked on over 75 applied research and evaluation projects.

Jane is an experienced evaluator and researcher, with particular expertise in qualitative approaches to complexity, theory-based evaluation and GBA+ and brings these strengths together in her work as a contract instructor at Carleton University. Jane is able to communicate effectively with clients to ensure that their needs are met and believes in open transparent communication to provide high quality products that are useful for decision-makers. She is actively involved in the domestic evaluation community serving as an editorial team member for the Canadian Journal of Program Evaluation (CJPE) and as a judge for the Canadian Evaluation Society’s Educational Fund Student Case Competition. She was recognized by the Canadian Evaluation Society in 2020 with the National Service to the Society award, and in 2021 with the Karl Boudreault award for Leadership in Evaluation.

Jane holds a Masters of Assessment and Evaluation (MAE) from the University of Melbourne, as well as a graduate certificate in Policy and Program Evaluation (DPE) from Carleton University.

Réanne Kinsella

Réanne Kinsella, GGI Partner in the Atlantic office, has been working in the field of program evaluation for more than 16 years. Her expertise in applied research and both qualitative and quantitative methodologies has also allowed her to specialize in research design, performance measurement, logic model development, data visualization, as well as data assessment and management.

Over the years, Réanne has led evaluations for non-profit organizations, Indigenous groups, as well as federal and provincial government clients, including multi-year and multi-phased assignments. Her evaluation experience covers a range of sectors and areas of focus including programs supporting disenfranchised populations, employment and training programs, economic development, tourism, and Indigenous communities and initiatives.

Known for being a strategic thinker, Réanne’s strength lies in synthesizing findings and developing practical recommendations that meet the needs of clients. She holds a Master of Applied Social Psychology from Memorial University and an Honours BA from Mount Allison University in Psychology and Sociology. Michelle Pajot (PhD) is a Principal at GGI and has over 20 years of applied social research and organizational consulting experience specializing in health, workplace wellness, and education. Michelle is an experienced social researcher and evaluator. Clients include federal and provincial governments, non-governmental organizations (NGOs), healthcare and community-based organizations, post-secondary institutions, and professional associations.

Michelle’s strength lies in mediating and translating knowledge across diverse stakeholder groups to solve complex issues. She specializes in qualitative research methodologies, including interviews, focus groups, stakeholder engagement, workshops, case studies (in-person & virtually), literature reviews, jurisdictional scans, and site visits.

Focused on promoting diversity, equity and inclusiveness (DEI) in professional practice environments, Michelle works extensively with diverse and vulnerable populations including at-risk families and youth, 2SLGBTQ+ communities, women experiencing intimate partner violence, urban, northern and remote Indigenous communities, and people experiencing/at-risk of homelessness. Key stakeholders include managers, leaders, allied health and social service professionals, clinicians, project partners, funders, scholars, and subject experts.

Michelle is a skilled facilitator with trauma-informed and culturally responsive approaches. She has specialized expertise in intersectional, structural and gender-based analysis plus (GBA Plus), Participatory Action Research (PAR), strategic learning, capacity building, performance measurement, policy analysis on urban, rural and remote/northern issues (particularly addictions, mental health, intimate partner violence and housing issues), litigation research (Indigenous issues and history including First Nations claims; Residential and Day Schools; and Indigenous children in care), trauma response and psychosocial safety assessments.

A systems thinker, Dr. Pajot’s work is attuned to the social determinants of health, equity and wellbeing. Michelle has held two Research Associate positions in the Faculty of Nursing at Western University (Research Associate to the Chairs of Health Human Resource Optimization, and Rural Women’s Health). She has managed a number of Tri-Council funded research programs in the areas of health, mental health, gender-based violence, and structural/lateral violence including systemic inequity, discrimination, harassment and bullying in the workplace. She has published handbooks, reports, and articles including, most recently, for the peer-reviewed academic Journal of Interpersonal Violence.

Michelle is a member of the Canadian Evaluation Society (CES). A skilled mediator and educator, she holds a Master of Educational Counselling from the University of Ottawa and a Doctorate in Health Professional Education (HPE) from Western University. She has secret level security clearance.

Nicole LaBossiere

Nicole LaBossiere

Principal

Nicole LaBossiere, a Principal at GGI, specializes in a variety of areas including labour market analysis, community economic development, gender equality issues, program evaluation, and policy development. In addition to having a strong history of qualitative work, research, and writing, Nicole has advanced skills in quantitative data analysis. She also has an enthusiasm for learning about and applying modern principles of data visualisation to make reports and their data more readable, understandable, and accessible.

Prior to joining GGI, Nicole has worked as a Senior Economist and then as a Manager for the Atlantic Region Labour Market Information Unit of Service Canada. There, she managed a team of economists responsible for analyses of economic trends in the four Atlantic provinces. Prior to this, she spent a decade working for the Canadian government as a project manager and policy analyst with the Canadian International Development Agency (now part of Global Affairs Canada). She has also worked as a Senior Evaluation Analyst for the Atlantic Canada Opportunities Agency (ACOA), an agency of the federal government.

Nicole is fluently bilingual in English and French. She has an Honours B.A. (University of Manitoba) and an M.A. in Economics (McGill). She earned a second Master’s degree in International Affairs with a focus on international development studies (Carleton University). She has also undertaken work towards a Ph.D. in Political Science, specializing in International Political Economy (McGill).

Nick Simmons

Mr. Nick Simmons is a Principal in the Ottawa office, with over 25 years of experience in guiding and assisting clients with their business problems. He specializes in Business Process Reengineering, Performance Measurement, Outcomes Management and Organizational Design.

Nick has extensive experience for public and private sector clients in both the UK and latterly Canada. Engagements include large transformation projects at Environment Canada, PSPC, ESDC, CBSA, CIRNAC, Health Canada and EDC. A cornerstone of work undertaken at these, and many other clients, has been business process mapping at multiple levels of depth.

He has also undertaken many Performance Measurement and Outcomes Management assignments. These complimentary services help to ensure that an organization undertakes only those activities that directly contribute to their departmental goals. Such projects involve the determination and documentation of outcomes and the development of associated metrics and measurement plans to record progress against these outcomes. Performance measurement techniques are then applied to determine whether the organization is on track to deliver the expected benefits. Nick has performed over 15 projects in this area.

Nick graduated from the University of Bath (UK) with a BSc (Honours) in Business Administration and has held the Certified Management Consultant designation since 2011.

Tim Dugas (MA) is a Senior Associate with GGI and former Partner who specializes in quantitative evaluation methodologies, labour market analysis and client satisfaction research. Tim’s work often involves developing complex sampling designs based on the analysis of multiple administrative databases and then implementing large-scale surveys to collect the information most relevant to the client’s needs. With over 25 years of research experience, Tim has worked on a wide variety of projects including program evaluation, market research, and policy/public opinion research and he has managed projects ranging from simple secondary analysis/literature reviews to full scale projects involving multiple lines of evidence such as focus groups, case studies, key informant interviews and surveys of up to 12,000 respondents. Tim has gained a strong reputation for developing unique research designs and analysis by recognizing that research is more of an art than a science, requiring creativity to answer the research questions with the available resources. Jim Gilroy (B.A.Sc, M.A.Sc.) a Senior Associate with GGI and former Partner, has more than thirty years of experience in industry and in providing consulting services to both private and public sectors.  He has extensive experience in the application of economics, finance, and statistics to problem solving. Application areas include program evaluation (first evaluation undertaken in 1979), economic analyses, management and technology reviews and, the environment.  In each of these areas Mr. Gilroy has been responsible for all aspects of the design and implementation of methodologies required to complete the assignments he has been commissioned to carry out.  Jim’s security clearance is at the secret level.

Simon Roy (PhD) is a Senior Associate at GGI and specializes in social-economic and evaluation research. He is a credentialed evaluator from the Canadian Evaluation Society. Over the last few years, Dr. Roy conducted evaluations in a wide variety of areas including human resources and training, economic development, languages and culture, industrial research, and Aboriginal affairs. He also managed many research projects and management consulting assignments for public, not-for-profit and private sector organizations. Dr. Roy has expertise in both quantitative and qualitative methodologies. He is a highly experienced focus group moderator and has designed questionnaires for telephone, fax, mail and Web surveys. He also conducted many projects involving efficiency and cost-benefit analyses. He speaks French and English fluently and has published a number of research and methodological papers. Ms Mailloux (MA) is a Senior Associate with GGI with over 20 years of experience as a consultant and a manager. She has developed expertise in Gender-Based Analysis (GBA), Results-Based Management (RBM) and Monitoring and Evaluation (M&E), which she has used in the area of social development, health, gender, governance, justice and international development in Canada and in over 20 countries in Asia, Africa and Latin America. She has used her gender-based analysis skills in a variety of capacities, including project management, research, policy, resources development and communication, as well as monitoring and evaluation. She has worked with a variety of organizations to increase their effectiveness to deliver and evaluate programs.

She is an experienced facilitator with a background in participatory methodologies. She conducts culturally sensitive research and has designed inclusive processes to insure the views of diverse stakeholders are represented in research and evaluation projects. She is experienced in a host of data collection methods including document review, interviews, case studies, workshops and focus groups with a wide range of stakeholders from senior government officials to community-level participants.

Janice Remai

Janice Remai (MA, CE) is a Senior Associate of  GGI.  She has almost 20 years of experience in the program evaluation field for federal, provincial and non-governmental clients. Janice’s project experience includes the development of performance measurement strategies and evaluation plans, and the conduct of both implementation and summative evaluations. She has worked in a variety of content areas and her current research interests include health, the environment, science and technology, employment and training, and immigration. As a result of her academic training and research experience, Janice has expertise in the design and conduct of both qualitative and quantitative research methods. She has conducted document and literature reviews, focus groups, case studies, key informant interviews, and managed large-scale telephone and online surveys. Janice is a seasoned and ‘hands-on’ project manager, with over a decade of experience in leading evaluation studies. In this role, Janice has been responsible for project scoping, client liaison, leading and coordinating multi-disciplinary research teams, ensuring quality control, and submission of deliverables, including final reports and presentations, that are timely, evidence-based and meet client expectations. Ms. Remai holds a Master of Arts degree in Sociology. She is a member of the Canadian Evaluation Society (CES) and has received her Credentialed Evaluator (CE) designation. Hubert Paulmer (M.Sc. (Agri), MBA, GDIP) is a Senior Associate with GGI and a former GGI Partner with more than 25 years of experience in planning managing complex evaluations and multi-sectoral/multi-country projects in the private, public and non-profit sectors in more than 60 countries across Africa, Asia-Pacific, Europe, the Americas. He has completed assignments with UN Agencies (FAO, UNDP, UNICEF, UNFPA, UN Women, and ICAO) and international financial institutions (AfDB, ADB, IFAD, CDB, and the World Bank), as well as several bilateral agencies, intergovernmental organizations, global foundations, think tanks and international NGOs.  In addition to leading evaluations (corporate, thematic, multi-country and programme), Mr. Paulmer has extensive experience in organizational assessment, strategic planning, risk assessment and management, market/sector studies and value for money assessment. Mr. Paulmer brings expertise and glocal experience in climate-smart agriculture and value chains, food systems. SME and social enterprise development/management, trade development, green growth strategies and women’s economic empowerment. Robert Vandenberg

Robert Vandenberg (MA) is a Senior Associate with GGI with 30 years of experience in international development and emergency relief. With front-line humanitarian response experience in Africa and Asia, Bob has managed refugee camps in Kenya, and recovery programs in Sri Lanka. As a Performance Management Consultant, Bob has advised clients in over 20 countries on a full range of program and management issues including needs analysis and strategic planning, organisational culture and change, program planning, project design, theories of change, monitoring and evaluation, and performance measurement, and reporting.  He is an experienced evaluator, credentialed with the Canadian Evaluation Society, and an accredited adult educator. His practical field experience, technical knowledge of results-based management (RBM), and experience as a facilitator and trainer give him the skills to directly support change agents. Bob has lead several multi-year capacity building initiatives to set up results-based management in institutions and country programs. His sector and subject matter expertise includes: food security program design and management in vulnerable, rural settings; RBM and performance measurement systems training and capacity building; participatory techniques of data collection and analysis; and utilization-based developmental evaluation design and implementation.

Tasha Truant

Tasha Truant brings fifteen years of experience in program evaluation, applied social research, and performance measurement for the public sector. She is experienced in designing, planning, leading, and conducting studies which use qualitative and quantitative data collection methods to produce evidence-based conclusions and recommendations.

Further to this, Tasha is a skilled facilitator and trainer, having designed and delivered learning experiences in her areas of expertise that range from one-day workshops to long-term capacity development initiatives. She also excels in both project management and report writing.

Outside of consulting, Tasha has taken on leadership roles in the non-profit sector in the areas of program design and development, knowledge mobilization, and capacity development.

Ms. Truant was awarded a Master of Arts from the Norman Paterson School of International Affairs at Carleton University, where she studied Conflict Analysis and Conflict Resolution. Her undergraduate degree is from the University of Guelph, where she received an Honours Bachelor of Arts in International Development.
